I can't find any good salons that do emo haircuts in London. I am male and it can't be too expensive as I don't have enough money to use it all on haircuts.Does anyone know any good salons that do emo haircuts and dye in London?

I don't live in London sorry. What you could do is find a picture of one you like and bring it into a salon they should know what to do if you've brought in a picture.
You can't find a hairdresser in London to colour your hair for a reasonable price?, that's like saying you can't find a chav in Kerry Katona's house.
